Once there, everything changes, with Tom Nook taking over the infrastructure and a few other tasks, while Isabelle arrives and begins to manage the residents themselves. To use these services, just talk to one of them, but they are so far from the office that you might have trouble getting their attention.
To speak to them, you simply sit on the chairs at the reception. Climb up either the left side for Tom Nook or the right side for Isabelle, then walk towards them until your character jumps onto the chair. The specific character you need will rush up and start talking to you. From there, just choose the option for whatever you want to do and you'll be good to go.
