Unlock National Dex in Pokemon Sparkling Diamond and Sparkling Pearl

First of all, before you can get Kabuto, you will need to get the national dex. This is due to Kabuto being captured from the wild, they will be obtained via using a Fossil instead. To get the National Dex, you will need to encounter all of the Pokémon in the Sinnoh region. However, it should be noted that you just need to witness them and not catch them all. This also goes hand in hand with the fact that you don't need to own both versions of the game to encounter all Pokemon.

As you work to meet all the Pokémon, keep a close eye on your Pokedex. When you complete this task, go to "Sandgem Town" and go to Professor Rowan's lab to then talk to the professor inside and Professor Oak will then give you the National Dex upgrade at the end of the dialogue. Now that you have successfully received the National Dex, you can now start obtaining Kabuto in the world.

To get the Dome Fossil you will have to head to the Grand Underground which you can find the steps to access through this article which lists the steps to do so.

Once you have entered the Grand Underground start exploring and digging up all the fossils and treasures you find and these will glow and flash as yellow in-game VFX which are also marked with a diamond on the mini -card itself. When you interact with the treasure with your trainer, it will start the digging mini-game for you to discover and you can also get fossils through this method.

Keep venturing into the vast ecosystem of the Grand Underground and interact with any of the treasure/dig sites you see until you eventually unearth the dome fossil. When you've found and successfully recovered it, head to the Oreburgh Mine Museum. There will be a scientist at the reception of the museum, talk to him and you can restore the fossil.
