These rather vibrant creatures can appear in complete darkness and are quite hard to miss. Kill a few until one drops a glowing ink bag (or several if you want multiple frames of glowing items). From there, throw the Item Frame and Glow Ink Bag side-by-side in the crafting menu, and you can craft the Glow Item Frame.
With that, you may wonder, what is this item for? As you might expect, there isn't much practicality for a Glow item frame in Minecraft. Realistically, it will simply glow in the dark and ensure that whatever item you put in it glows as well.
